Why on earth would anybody want to get involved with their Parish Council? It must be a real pain having to constantly sit in interminable meetings?
The truth is those meetings aren’t nearly as constant and interminable as you might imagine. Even on the rare occasions when you’re not exactly chomping at the bit to trek out and join your fellow councillors; more often than not you come away with a feeling of invigoration and engagement that enhances your whole outlook on life and the goings on in the community of Putley.
Some of you will detect a modicum of PR here and you would be right as we are lucky enough to have not one, but two, places available for residents of the community to put themselves forward and sit on their local parish council – you just need to have been a resident for at least a year to be eligible.
Seriously, it is not an onerous task, and you will be surprised by how much you get out of the feeling of serving your community. Meetings are generally once every two months with a typical meeting lasting around 60 to 90 minutes. We are more often than not joined by our Herefordshire Council Three Crosses Ward Councillor Jonathan Lester who provides an update on all the major issues affecting our village and the county more widely. Topics that crop up regularly are items like roads, footpaths, rights of way and planning applications as well as emergency plan provision. Putley Parish Council website (www.putleyparishcouncil.gov.uk) is crammed full of information for reference and is kept regularly updated. This is another area where someone joining the council could usefully contribute some fresh ideas on the look and content.
In addition, the council also maintains the defibrillator located at the village hall car park with the help and generous assistance of Kay Harris. We recently paid for new CPRD Pads and batteries to ensure that all is kept in working order before the expiry of their ‘shelf life’.

What is a Parish Council?
Parish or Town Councils are an important tier of Government within the UK; a Parish/Town Council is the smallest and most localised tier of local government in the UK and is a properly constituted local authority.
The powers and duties, and the manner in which a Parish Council operates are laid out in local government statute and regulations; Parish Councils operate at a level below national government and also below district and borough councils. Parish & Town Councils are elected and can help on a number of local issues, like planning applications or running local sports grounds and community halls.
The Parish Council has legal responsibilities as an employer, and sometimes as an owner of public land and buildings.
Parish Councils are Statutory Bodies, having powers under a number of different Acts (the Local Government Act 1972, the Public Health Act 1936, etc.). Only a few Councils need to use all their available powers. It is up to each Council to choose what is appropriate for the community they serve.
The Council raises funds by the annual Precept which is set at the November meeting each year. The amount required is guided by the setting of the annual budget discussed at the September meeting and decided in the November meeting.
The Parish Council precept is added to the Council Tax bill and collected by Herefordshire Council. (on behalf of the Parish Council).
The Council also raises funds through grants from other organisations.
